GUIDANCE PROCESS FOR ENTERPRISES CARRYING OUT GOODS IMPORT-EXPORT PROCEDURES (PROVIDING LOGISTICS SERVICES) TO REGISTER FOR TRAVEL PERMITS DURING SOCIAL DISTANCING FROM 23/8/2021 TO 05/9/2021

I. Basis

1. Official Letter No. 2789/BCD-VX dated 20 August 2021 of the Ho Chi Minh City Steering Committee for COVID-19 Prevention and Control on strengthening a number of measures for COVID-19 prevention and control (from 23 August 2021 to 06 September 2021);

2. Official Letter No. 2796/UBND-VX dated 21 August 2021 of the City People’s Committee on strengthening a number of COVID-19 prevention and control measures and strengthening control over groups permitted to travel during social distancing;

II. Registration process

Step 1: Declare enterprise information

Based on the location of its head office, the enterprise accesses the Google Form for the relevant District / Thu Duc City using the links below to provide information to the Department of Industry and Trade:

Step 2: Registration dossier

a. Application for issuance of a Travel Permit (Form 3D-1);

b. Scan or photograph of the Enterprise Registration Certificate;

c. Photograph of basic information and business lines: enterprises can look up information using their tax code at Here

d. Detailed list of employees applying for Travel Permits (Form 3D-2).

e. Documents proving there are export-import orders during the period from 23/8/2021 to 06/9/2021.

Step 3: Submit the dossier

The enterprise completes, signs, stamps and scans Forms 3D-1 and 3D-2 and sends the 05 documents mentioned above to the email address of the officer responsible for its area under the Import-Export Management Division – Department of Industry and Trade.

Enterprises are requested to save the file using the FULL NAME OF THE ENTERPRISE (for example: XYZ Co., Ltd.).

Step 4: Dossier appraisal

The officer responsible for the area appraises the enterprise’s registration dossier and responds with approval/request for supplementation/rejection within 04 hours.

Step 5: Complete registration

– Once the dossier is complete and valid, the officer responsible for the area sends the appraised Travel Permit to the email address of the ENTERPRISE’S CONTACT PERSON for printing. The enterprise then brings the printed Travel Permit to the Department of Industry and Trade (163 Hai Ba Trung, District 3) for information verification, stamping and issuance.

– At the same time, the officer responsible for the area sends the appraised Travel Permit to the Department Office for comparison when the enterprise brings the Travel Permit to the Department of Industry and Trade for stamping and issuance.

– If the Department of Industry and Trade Office randomly compares the enterprise’s Travel Permit list transferred by the Import-Export Management Division with the documents printed and brought in by the enterprise and finds discrepancies, the Department Office has the right to reject the enterprise’s entire registration list./.
