Thursday 11 July, 2019

With strict control by Customs authorities, the amount of scrap backlogged and stored at ports has decreased significantly. The number of containers declared as scrap on E-manifest and currently stored at seaports is 13,737 containers, down by 7,217 containers compared with the end of 2018.

7,217 containers of scrap backlogged at ports have been reduced

Specifically, of the total 13,737 containers currently stored at seaports, 5,150 containers have been stored for less than 30 days, 3 containers have been stored from 30 to 90 days, and 8,584 backlogged containers have been stored for more than 90 days.

It is known that, from January 1, 2019, a number of countries in the region introduced policies banning or restricting scrap imports, particularly plastic scrap, creating considerable pressure on the Customs sector in managing imported scrap.

In response, to effectively control imported scrap, the General Department of Customs issued Official Letter No. 406/TCHQ-GSQL requiring units to strictly implement Directive No. 27/CT-TTg dated September 17, 2018 of the Prime Minister and the directives and guidance documents of the Ministry of Finance; and Official Letter No. 2188/TCHQ-GSQL dated April 16, 2019, guiding provincial and municipal Customs Departments to uniformly implement the directions in Government Resolution No. 09/NQ-CP dated February 3, 2019 and Official Letter No. 1036/VPCP-TH dated February 1, 2019 of the Government Office. These documents direct units to strengthen management measures and prevent the import of waste and scrap that fail to satisfy import conditions, and provide guidance on amending and supplementing Manifest declarations concerning the consignee’s name for imported scrap.

Regarding the handling of backlogged scrap cargo specifically, implementing the Deputy Prime Minister’s direction in Official Letter No. 3159/VPCP-KTTH dated April 18, 2019 of the Government Office, which requested the Ministry of Finance to seek opinions from the Ministries of Natural Resources and Environment, Transport, Justice, and Public Security on handling backlogged scrap cargo at seaports, the Ministry of Finance also issued a letter requesting these ministries, based on their respective functions and duties, to provide comments on the draft measures for handling backlogged scrap cargo at seaports and on the work to be carried out by the ministries and provincial and municipal People’s Committees in accordance with the Deputy Prime Minister’s direction.

After receiving all comments from the ministries, the Ministry of Finance will consolidate, explain and incorporate the comments and report to the Prime Minister for consideration and a decision on the plan for handling backlogged scrap cargo at seaports.
