New regulations on fertilizer import procedures
On 20/9/2017, the Government issued Decree No. 108/2017/ND-CP on fertilizer management, effective from the date of signing. Accordingly, fertilizer export and import are regulated as follows:
Exported fertilizers must comply with the regulations of the importing country, contracts, international treaties and international agreements on mutual recognition of conformity-assessment results with the relevant country or territory.
Fertilizer imports are carried out as follows:
1. Organizations and individuals whose fertilizers have been recognized for circulation in Vietnam may import them, or authorize other organizations or individuals to import them, without an import license. The Plant Protection Department under the Ministry of Agriculture and Rural Development has authority to issue decisions recognizing fertilizers for circulation in Vietnam.
2. Organizations and individuals importing fertilizers that have not been recognized must obtain an import license issued by the Plant Protection Department in the following cases: for testing; exclusively for sports grounds or recreational areas; exclusively for FDI enterprises for production within the enterprise; for use in foreign projects in Vietnam; gifts or samples; participation in fairs and exhibitions; production of fertilizers for export; scientific research; or use as raw materials for fertilizer production.
3. Imported fertilizers must undergo state quality inspection except fertilizers imported for: testing; exclusive use on sports grounds or recreational areas; exclusive use by FDI enterprises for production within the enterprise; use in foreign projects in Vietnam; gifts or samples; participation in fairs and exhibitions; production of fertilizers for export; scientific research; temporary import for re-export; transit; transshipment; storage in bonded warehouses; or import from the domestic market into export-processing zones.
An imported fertilizer shipment may only be cleared after the Plant Protection Department issues notification that the state quality inspection results meet requirements.

- The enterprise applies for a fertilizer circulation license before import, or is authorized to import fertilizer by enterprises that already have a circulation license.
- Make an electronic customs declaration and register for conformity inspection + state quality inspection of imported fertilizer; processing time: 1-2 working days.
- Bring the goods to the enterprise’s warehouse for storage.
- Customs clearance of the goods: the following 5-7 working days.
